This is an outrage. They are telling me that any old screw ball can show up and start running a prison, without licenses for their personel (not even a security guard license). So, in America any yahoo International police company can just show up and start operating a prison ..? YES!! That is a key point. No. 2: Consumer protection of California residents Since you live and I live in California (with thousands of others interested in this topic) we have a right to be protected from nut job unlicensed mercenaries. That is the mission of the Department of Consumer Affairs and their Bureau of Security and Investigative Services (BSIS). It is a VIOLATION of the California Private Investigators Act (PIA) for a company to advertise investigative, bodyguard and surveillance services when they are unlicensed.
